Agricultural Sector Development Program

The TA prepared a proposal for an agriculture sector development program aiming to reduce poverty through faster agricultural growth. The TA (a) conducted an analytical review of agriculture; (b) formulated medium-term policy and institutional reform measures; (c) prepared an investment proposal; (d) evaluated past and ongoing external assistance in agriculture; (d) conducted institutional, environmental, and social assessments for the proposed reform measures and investments; (f) identified measures to prevent or mitigate adverse environmental and social effects; and (g) examined financial and economic costs and benefits, and risks involved in the proposed investment.

Description of actual services provided in the assignment

ACI provided Team Leadership and specialist inputs in policy analysis and formulation and statistical data processing. The Team Leader was present in the project from its beginning to its end and was based in Phnom Penh for most of this time.  The Team Leader was responsible for management of the administration and supervision of various consultants, provided intellectual leadership, and was the lead author of the four main reports (inception, interim, draft final, and final). In addition, he organized workshops,  consultative meetings, and made presentations to government agencies, donors, and stakeholders from the private and NGO sector. He coauthored discussion papers with other Team members and organized field work including the design of a field survey and the training of field staff.

The statistics specialist worked with the Team leader to analyze the field data and produce tabulation which was at the basis of the technical material in the report.
