Rice Fortification for the Poor - INDONESIA

The goal of the Rice Fortification in Indonesia project was to prevent and reduce iron-deficiency anemia in Indonesia. This was achieved by purchasing and importing premix (fortified artificial rice kernels) and blending it with RASKIN (polished rice) in the three rice milling units (RMUs) appointed by BULOG (The Bureau of Logistics). 5,000 tons of fortified RASKIN will be distributed to 60,000 targeted households in the Karawang districts in Indonesia. The rice fortification process was carried out by BULOG in the three different RMUs (Rice Milling Unit) Jatisari, Rengasdengklok, and Palumbonsari at Krawang District, West Java.

Description of actual services provided in the assignment

We provided technical and logistical support through the following steps: 1.Procurement of adequate dosifiers and specifications of the premix, and the specified digital volumetric feeders, and assurance of their quality 2.Procurement of additional blending equipment for the three RMUs based on their existing facilities, and additional equipment for BULOG storage for premix and fortified RASKIN 3.Adaptation of the installations for blending the RASKIN with the premix 4.Establishment of Standard Operating Procedures (SOP) for the blending process. These procedures will also cover the handling and storage of the premix and fortified RASKIN. 5.Development of training curricula for i) handling and storage of the premix, and for ii) processing, handling, and storage of the fortified RASKIN. Carry out a series of training/technical capacity development measures to produce quality fortified RASKIN in an efficient and effective manner, that includes training for the RMU, BULOG, National Food Security Agency (Badan Ketahanan Pangan Nasional) and BPOM staff 6.Supervision of the appointed RMUs in the mixing trials to meet the required homogeneity of fortified RASKIN, including developing guidelines for scaling-up 7.Providing training and supervise the application of QA (quality assurance) for the mixing process and the homogeneity test between the premix and the RASKIN 8.Supervision of the production for blending the fortified premix with RASKIN to ensure adequate rice fortification at the three RMUs appointed by BULOG in manufacturing the 5000 tons of fortified RASKIN 9.Observation of the whole supply chain in order to develop supply chain management from BULOG RMU storage for premix, processing at RMUs, BULOG RMU storage for fortified RASKIN, Point of Distribution – PDt (Titik Distribusi – TD) of RASKIN at the district/municipal location, Point of Delivery – PDv (Titik Bagi – TB) of RASKIN at the villages location, to the THH BR (RTS PM) 10.Monitoring the shelf-life stability, quality (QC), and actual consumption of the fortified RASKIN from the BULOG storage for premix, BULOG storage for fortified RASKIN, Point of Distribution – PDt (Titik Distribusi – TD) of RASKIN at the district/municipal location, Point of Delivery – PDv (Titik Bagi – TB) of RASKIN at the villages location, to the THH BR (RTS PM); 11.Sample collection and the analysis of samples for the iron content 12.Developing a community education and behavior change communication strategy, prepare guidelines of complaint handling mechanism, and train extension workers in monitoring the actual consumption 13. Developing recommendations for scaling up the rice fortification, including the analysis of the fortified rice.
